Iranian doctrine mirrors True Promise tactics: tight TOT salvos to beat battery fire cycles, aimpoint massing (Nevatim, Oct 2024), deception-led waves.
Attack timing / waves
Each wave has a start (min from T+0), a duration (min), and a share of the salvo (shares are normalised). Every missile is assigned to a wave by share and arrives within that wave's window; the Strike-package table still sets how many of each type. Tight, overlapping waves overwhelm battery fire-cycles (saturation); waves spaced beyond an interceptor's reload exploit empty magazines. Loading a historical salvo fills in its real wave structure.

Order of battle — real battery counts
ready = real instantaneous loadout; +/hr = resupply rate (rounds/hour). Over a long campaign the pool refills toward `ready`, so cumulative throughput = ready + reload×hours — anchored to documented June-2025 usage (THAAD ~96 + 0.19/h → ~150; SM-3 ~30 + 0.17/h → ~80; Iron Dome ~600 + 2.1/h → ~1200). A single salvo correctly uses just the loadout; a 12-day campaign resupplies. Set +/hr to 0 for a fixed pool. Each Aegis destroyer scales the SM-3/SM-6/SM-2 loadouts (~15 / 8 / 20 per ship), adds a SPY-1 radar, and a firing battery. 2 ships matches True Promise I (Apr 2024); the 2025 surge had more. Munitions are costed per shot; the optional on-station cost adds ships × days × $/day (operating only — the ~$2.2B hull is a capital asset, not a per-salvo cost).
Sensors & detection
Layers only fire while their fire-control sensors see the threat (Arrow←Green Pine, THAAD←TPY-2, SM←SPY-1/remote, ID/DS←local MMR, CAP←AEW). Discrimination vs decoys is per sensor band: X-band TPY-2 85%, Green Pine 80%, SPY-1 60%, MMR 45–55% (+15% with multi-sensor fusion, which also adds +5% Pk). Detection ranges scale with RCS (drones/cruise see ~40% range cut). Threats fly grey until detected.
